Who we are

Hoople is a public sector owned company based in Hereford, specialising in providing support services to the public sector as well as commercial customers. We currently employ over 600 employees and cover a vast range of service areas including:

The business was established in April 2011 to provide services to its shareholders. These are Herefordshire Council, Wye Valley NHS Trust and Lincolnshire County Council.

Our customer base is hugely varied as you can imagine and includes:

  • Public sector and NHS
  • Schools and academies
  • Private sector and not-for-profit organisations

Our Board of Directors and Executive Management Team

Hoople's Board, which has a non-executive role, is comprised of representatives from our shareholders; Herefordshire Council, Wye Valley NHS Trust and Lincolnshire County Council, supported by our Executive Management Team.

  • Hilary Hall

    Hilary is the Corporate Director Community Wellbeing at Herefordshire Council and holds the statutory Director of Adult Social Services function. She leads all the council’s activity to improve community wellbeing, including adult social care, all age commissioning, housing, public health, community development and cultural services. Her background is in performance management, policy development, commissioning, transformation and quality assurance. Hilary is also the council’s lead on the Herefordshire and Worcestershire Integrated Care Partnership and work closely with health colleagues both at system, place and Primary Care Network level to set and deliver strategy. She joined the Hoople Board in 2023.

  • Andrew McLean

    Andrew joined the Hoople Board in September 2021 and brings with him a wealth of experience in local government financial management and service commissioning. Andrew has also led a number of complex service transformation projects and is currently overseeing Lincolnshire’s ambitious council-wide Transformation Programme.

  • Tracey Sampson

    Tracey has worked in HR across the region in health and local government for 25 years and joined the Hoople Board in 2023. Tracey is really proud of the care Hoople takes of its workforce and, in turn, how much Hoople staff care about its customers.

  • Nicola Twigg

    Nicola has recently retired after nearly 40 years as a Senior Executive for both Retail and Commercial Banking with HSBC Bank UK, and had already joined Wye Valley Trust as a Non-Executive Director in 2019. Whilst working across the breadth of England & Wales, Nicola is a proud Herefordian and having retired she is delighted to now be able to collect her four granddaughters from school and also do more dog walking and bike riding. She also enjoys being an active member of the local community and she is a member of Hereford Amateur Pantomime Society, currently busy directing their next show, Rapunzel in February 2024 at the Courtyard Theatre. Nicola is delighted to be joining the Board at Hoople at such an exciting time as they move into new premises. She has a passion for people and business, and hopes to help Hoople, its staff and the people it serves, continue to thrive and grow.

  • Audrey Clements

    Audrey has been with Hoople since its inception in April 2011. She is a ACCA qualified accountant and has 25 years experience of finance services in both the public and private sectors. Audrey became the COO of Hoople in November 2020 and was made CEO in 2023. She is very proud of the company Hoople has become. Audrey has a passion for developing staff and delivering high quality services to all customers.

  • Simon Mortimore

    Simon joined Hoople in 2020 bringing over 25 years of IT experience, having led both dedicated and shared IT service provision to world-class Higher Education, Charitable, Medio-legal and Property services, among others. He leads an IT team with a passion for finding great business solutions and providing excellent experiences of technology engagement.

  • Stephen Weller

    Working within training, education and care sectors over a number of years, Stephen brings a wealth of experience to support his service areas and the Senior Management Team. He has held a number of roles throughout his career from frontline delivery to senior posts, building  relations with key stakeholders including the ESFA, Ofsted and CQC.

  • Mark Aldsworth

    Mark brings a wealth of Construction and Project Management experience to Hoople gained from working at all levels on construction projects in Europe, Africa and Asia, before transitioning into the Facilities Management Sector. He has fulfilled roles in Contract and Operations management posts for both private Chartered Surveyors Practice and major contractors within the defence and public sector.

  • Daley Jones

    Daley has over 20 years’ experience in the learning and development sector, originating in IT training delivery. He is proud to lead our professional training delivery team and Ofsted rated ‘Good’ Education provision. Daley has been with Hoople since its inception in April 2011 and joined the Executive Management Team in October 2022.

  • Lisa Yates

    Lisa joined Hoople in May 2023 having spent four years as Director of People & Organisational Development at her previous company. She provided functional leadership, vision and accountability for the development and delivery of the strategic people agenda, including, operational HR delivery and design and implementation of transformational people activities. Lisa brings 22 years of HR experience to Hoople, which allows her to support the development of the company as it moves through further growth and diversification.
